Penalties are given for violations of the established rules in accordance with the principles of fair play. Referees are only reminding the competitors of this fact. Competitors need to understand that this is not a punishment, but only a process to instill fairness, while at the same time insure competitor Safety.
The Referee must be decisive in their decision-making. Know that their will always be one person in this decision making process that you will not please. The decisiveness will prevent the protest process.
The Referee needs to be professional, well mannered (Look the part as well as act the part of a Referee. Good appearance. Expression of oneself is vital) and confident. He/she must display a supportive attitude. This character will earn the respect and trust of all parties. Just because you are the Referee is not enough to gain respect, because you cannot enforce respect and instead must earn it. Referee must act as a leader and show good character. Demonstrating a sense of dignity is important for a professional Referee.
Referee experience is important and essential to becoming a competent Referee. You will no doubt make mistakes, just learn from them. Remember, the competitor is looking for the Referee to be fair and impartial, while protecting his/her safety.

If the Referee recognizes that he/she made a bad judgment call or penalized a contestant unreasonably, do not try and compensate for making the mistake by penalizing the other contestant. This shows a loss of dignity and character as well as credibility.
